Since the ‘Administrative Measures on Cosmetics Registration and Notification’ came into effect in China on May 1, 2021, cosmetic ingredient manufacturers have been busy preparing for ingredient registration. China’s National Medical Products Administration (NMPA) launched the ‘Cosmetic Raw Material Safety Information Registration Platform' on December 31, 2021 prior to the implementation of the 'Cosmetic Ingredients Information Management Regulations', which will come into effect on January 1, 2022. Chinese companies directly log in through the “Cosmetic Raw Material Safety Information Registration Platform” module in the online office of the NMPA (https://zwfw.nmpa.gov.cn); overseas users need to log in to the “Cosmetic Raw Material Safety Information Registration Platform”(http://ciip.nifdc.org.cn) after opening an account.
ACTIVON Co., Ltd. signed a contract with REACH24H (China), a global regulatory response consulting group, in June 2021 and started preparing for raw material registration. As of January 18, 13 products have been registered, and 4 additional products will be registered within January, and the remaining raw materials will be registered sequentially. The raw material registration procedure is shown in the diagram below.
The raw material registration code consists of three parts representing ‘ingredient code-manufacturer code-quality standard code’. For example, if you register Activonol-3 (ACTIVON natural 1,3-Propanediol) of ACTIVON Co., Ltd., the ingredient code 000006 in the 'List of Cosmetic Ingredients for Use in 2021' of 1,3-Propanediol, 000006, the ACTIVON's Manufacturer Code 00675 and quality standard code 1976 are given, and the raw material registration code becomes '000006-00675-1976'.
In consideration of the quantity of cosmetic raw materials, NMPA has designated the transition period for raw material registration as three stages. From January 1, 2022, when reporting a new cosmetic product, according to regulations, a ‘safety information table’ for raw materials with special functions such as preservative, UV protection, coloring, dyeing, and whitening must be submitted. From January 1, 2023, raw material safety data for all raw materials must be submitted for cosmetics to be declared, and all raw material safety data for all cosmetics sold on the market must be supplemented by May 1, 2023.
ACTIVON Co., Ltd. conducted this registration through its Chinese branch, ACTIVON China, and quickly registered raw materials such as skin conditioners and alternative preservatives sold in the Chinese market by January 14, giving customers the raw material registration code (Submission Code) can be provided without any problem. ACTIVON China was established in Guangzhou in 2019 to communicate directly with customers and understand their needs. Currently, it has offices in Guangzhou and Shanghai to provide technical services such as efficacy and antiseptic to customers, and supplies safe and effective eco-friendly materials.
